An investigation by the United Brotherhood of Carpenters and Joiners of America (UBC) of the former St. Louis-Kansas City Carpenters Regional Council has resulted in internal union charges against former Executive Secretary-Treasurer Al Bond.

The charges were disclosed March 4 in a memo from Mid-America Carpenters Regional Council to members and staff.

According to the memo, the UBC charges include alleged violations of the Regional Council’s bylaws and the UBC Constitution including misappropriation of union funds and defrauding the Brotherhood of Carpenters. The matter is expected to be set for an internal trial where Bond will have an opportunity to respond to the charges.

“Allegations of misappropriation of funds and defrauding the Brotherhood are very serious,” the memo states. “The Mid-America Carpenters Regional Council has zero-tolerance for any conduct that would violate our members’ trust.”

The UBC launched an investigation last year following receipt of an anonymous letter sent to the UBC’s general president outlining various issues of concern.

Following an initial investigation, the UBC in September relieved the former St. Louis-Kansas Regional Council’s top leadership of all responsibilities – requiring all staff to resign and re-apply for their jobs – and dissolved the St. Louis-Kansas City Regional Council and merged its 34 locals into the Chicago Carpenters Regional Council, which has been renamed the Mid-America Carpenters Regional Council to recognize its expanded jurisdiction.
