Brooke Frank of Alton was honored as this year’s second recipient of the Greater Madison County Federation of Labor scholarship award in the 24th annual John A. Broyers/Jack Greer Memorial Scholarship competition. She earned the award of $1,500 with her essay on the effects of so-called “right-to-work” on wages and working conditions.
