Pritzker appoints Labor leaders to Illinois Toll Authority

Springfield, Ill. – Continuing to clean up the mess left by his predecessor, Governor J.B. Pritzker has appointed a new board of nine experienced professionals to the Illinois Toll Highway Authority, including three Labor leaders.

“It is a new day for the Illinois Tollway,” Pritzker said. “Our new leadership will uphold the highest ethical standards, deliver the value to taxpayers and serve Illinoisans in every corner of our state. I’m proud to usher in a new wave of transparency and accountability at this critical agency.”

The chairman will be Will Evans, retired president of People’s Gas and North Shore Gas. He is an electrical engineer with an MBA from Northwestern University.

The Labor leaders on the board are:

  • Jim Connolly, a 48-year member of the Laborers who has served as business manager since 2000 of the Chicago & Vicinity Laborers’ District Council, with some 20,000 members.
  • Gary Perinar, executive secretary-treasurer for the Chicago Regional Council of Carpenters, with its 30,000 members. He is a 40-year member of Local 174 and a third-generation business representative.
  • Jim Sweeney, president and business manager since 2008 of Operating Engineers Local 150, with its 23,000 members. He is a 40-year union member and previously served on the Tollway board from 2011 to 2015.Other board members are Stephen Davis, founder and chairman of the Will Group of construction and manufacturing companies; Alice Gallagher, an attorney who is president of the Village of Western Springs; Karen McConnaughay, former Republican state senator and Kane County Board chair; Scott Paddock, president of Chicagoland Speedway and Route 66 Raceway; and Cesar Santoy, an architect and Berwyn alderman.
